This ability gives the user a decoy for a turn with an amount of HP.
Now, the only reason I can think of using substitute is when you are gonna use baton pass, but the person can bombard you with attacks until you die, so, how and when do I use substitute?

You use substitute if you know it won't break so you can get a stat up or baton pass and etc..You can also use it when you know your opponent is switching. Or the final way for it is..you are faster and you keep using substitute to low health to activate a pinch berry or gain speed boost from your ability ( ninjask and yanmega) and then with the boost from the berry and/or ability allows you to sweep or baton pass.
